अंतरिम बजट 2019 - 20 में, भाजपा सरकार ने 26 लाख आंगनवाड़ी कर्मचारियों के साथ फिर से धोखा किया। बजट में न केवल आंगनवाड़ी वर्कर्स व हैल्पर्स की लंबित मांगों को नज़रअंदाज़ किया गया बल्कि देश में कुपोषण के सवाल को भी नजरअंदाज़ किया।
11 सितम्बर 2018 को प्रधानमंत्री ने आंगनवाड़ी वर्कर्स, मिनी आंगनवाड़ी वर्कर्स व हैल्पर्स के वेतन में बढ़ोतरी की घोषणा की थी। उन्होंने यह भी कहा था कि यह बढ़ोतरी 1 अक्टूबर 2018 से लागू होगी और कर्मचारियों को दीपावली से पहले बढ़ा हुआ वेतन मिल जाएगा। लेकिन आज तक अधिकतर राज्यों में अभी तक बढ़ा हुआ वेतन नहीं मिला। सितम्बर में प्रधानमंत्री द्वारा की गई वेतन बढ़ोतरी अंतरिम बजट भाषण में वित मंत्री ने इस तरह प्रसतुत किया कि ऐसा लगे कि आंगनवाड़ी कर्मचारियों के वेतन में और बढ़ोतरी की गई है।
बजट के आंकड़े दर्शाते हैं कि बजट में आईसीडीएस के लिए जो आवंटन किया गया है वो सितम्बर 2018 में की गई वेतन बढ़ोतरी लागू करने के लिए भी पर्याप्त नहीं है। 11 सितम्बर 2018 की सरकार की प्रैस विज्ञप्ति में कहा गया है कि 1.10.2018 से 31.3.2020 तक ( 18 महीने ) बढ़ा हुआ वेतन देने के लिए 10,649.41 करोड़ रू अतिरिक्त बजट आवंटन की आवश्यकता होगी। एक साल की वेतन बढ़ोतरी के लिए 60 फीसद हिस्सा 4259 करोड़ रू की ज़रूरत थी। लेकिन ‘‘आंगनवाड़ी सेवाओं’’ के लिए बजट में अम्ब्रैला आईसीडीएस के लिए वर्ष 2019 - 20 के लिए केवल 19834.37 करोड़ रू ही आवंटित किए गए हैं। पिछले साल रिवाईज़ किए गए बजट में 17870.19 करोड़ रू दिए गए थे, इस बार बजट में केवल 1944.18 करोड़ रू की बढ़ोतरी की गई है। वेतन बढ़ोतरी को लागू करने के जितनी राशि की ज़रूरत है, यह राशि उसकी आधी भी नहीं है।
इस बजट में आंगनवाड़ी कर्मचारियों के लिए पेंशन का ज़िक्र भी नहीं किया गया है जिसका सरकार ने 2014 में वादा भी किया था। व्यंग्य यह है कि भारत सरकार ने सितम्बर 2017 में ( पीआईबी प्रैस विज्ञप्ति दिनांकित 20 सितम्बर 2017के माध्यम से ) बयान दिया कि आंगनवाड़ी केंद्रों में पूरक पोषाहार के लिए 12000 करोड़ रू अधिक खर्च किए जाऐंगे। इसका मतलब है कि पोषाहार के लिए प्रति वर्ष 6000करोड़ रू अतिरिक्त व्यय। यह स्पष्ट है कि मोदी के नेतृत्व में भाजपा सरकार ने इस चुनावी बजट में आंगनवाड़ी वर्कर्स व हैल्पर्स के साथ - साथ देश की जनता को भी गुमराह करते हुए देशभर की 2 करोड़ माताओं व 6 साल से कम उम्र के 10 करोड़ बच्चों को नज़रअंदाज़ किया है। असंगठित क्षेत्र की कामकाजी महिलाओं को बाल देखभाल की सुविधा उपलब्ध कराने के लिए आंगनवाड़ी केंद्रों को पूर्णकालिक क्रैच में बदलने के लिए कोई आवंटन या जिक्र भी नहीं किया गया। इसके बजाए सरकार ने पोषाहार के बदले पैसा देने का निर्णय लिया है और दो पायलट प्रोजैक्टों में लागू भी कर दिया है।
आईसीडीएस के लिए पर्याप्त आवंटन न करने, पोषाहार के बदले पैसा देने के खिलाफ तथा योजना श्रमिकों के लिए 45वें श्रम सम्मेलन की सिफारिशों जिनमें न्यूनतम वेतन व पेंशन शामिल है को लागू करवाने के लिए आइफा 25 फरवरी 2019 को नई दिल्ली में व्यापक पैमाने पर लामबंदी करेगी। आइफा अपनी सभी राज्य यूनियनों तथा देशभर के आंगनवाड़ी वर्कर्स व हैल्पर्स का आह्वान करती है कि भाजपा सरकार की इन मजदूर विरोधी नीतियों के खिलाफ 25 फरवरी 2019 को दिल्ली में बड़ी संख्या में शामिल हों। हम देश के मजदूर वर्ग से अनुरोध करते हैं कि आईसीडीएस को बचाने के हमारे संघर्ष में पूरा समर्थन दें।

All India federation of Anganwadi Workers and Helpers (AIFAWH) congratulates anganwadi workers and helpers all over the country for forcing the Modi government to announce an increase in remuneration of anganwadi workers and helpers on the eve of the assembly elections in five states and also ahead of the next parliament election. This is the result of consistent struggles by the anganwadi employees for the last four years on their long pending demands under the leadership of AIFAWH and also under the joint platform of Central trade unions including the Mazdoor Kisan Sangharsh rally on 5th September 2018 in which nearly fifty thousand anganwadi workers and helpers participated. AIFAWH had collected nearly three crore signatures from beneficiaries on these long pending demands.
The Prime Minister announced an increase in remuneration of anganwadi workers by Rs.1500 per month, mini anganwadi workers by Rs.1250 per month and workers Rs.750 per month making it Rs.4500 pm, Rs.3500 pm and Rs.2250 pm respectively. Considering the anti labour policies of the government, this is a great achievement of the worker’s struggles.
It is to be noted that as per the current fund sharing patterns in ICDS (60:40), the actual amount the government of India will be paying is Rs.900pm, Rs.750 and Rs.450 respectively. The other announcements made by the Prime Minister are nothing but various existing government schemes. But the basic questions of making the scheme permanent to ensure the right of every child and mother to food, health and education and the right of the workers for minimum wages and pension are not been addressed. Modi has not made it clear that how much additional funds he is going to allocate to ICDS.
Modi Government, which is now pretending to be the champion of combating nutrition has been continuously cutting down the budget allocation for ICDS. Even today, in most of the states the wages of anganwadi workers and helpers are pending and the nutrition supply is stopped for last 3-6 months due to the lack of funds. We reiterate our resolve to fight against the policies of Modi government winding up and privatising the schemes providing basic services to the people.
AIFAWH is proud that we could advance our struggles to make some achievements through consistent struggles by mobilising the workers and also the public. In the last three years (2016-2018), our struggles could make every state government and now the government of India also to increase the wages of anganwadi workers and helpers. We are sure that this will give more confidence not only to the anganwadi employees in their struggle for achieving the demands but also to the struggles of all working people- workers, agricultural workers and peasantry. We call upon the anganwadi workers and helpers throughout the country to be prepared for more militant struggles for our basic rights in the coming days including the two days general strike as announced by the central trade unions.

Strongly protests the order of Bihar government to proceed with DBT
Calls upon the anganwadi workers to boycott the opening/linking of bank accounts of beneficiaries
All India Federation of Anganwadi Workers and Helpers (AIFAWH) demands the immediate withdrawal of order No ICDS/40025/06-2018/2190 dated 23 May 2018 of Directorate of Integrated Child Development Services (ICDS), Social Welfare Department, Bihar government to open child account (zero balance) in Axis Bank within a week for Direct Benefit Transfer (DBT) of supplementary nutrition.
Clearly this is as part of the Government of India's move to introduce DBT in supplementary nutrition in ICDS. This is against the food security act and the direction of the Supreme Court.
This will sabotage the integrated approach for child development and efforts to counter the alarming levels of malnutrition in our country. This will affect more than 8 crore children under six and nearly 2 crore pregnant women and lactating mothers. It is shocking that the government of India is not ready to withdraw this move in spite of the expert opinions against it, the opposition from all quarters and the clear evidence of failure of DBT in various schemes.
In Bihar where the malnutrition is rampant and the ICDS is suffering from severe resource crunch due to the budget cuts of the government's it will lead to the dismantling of ICDS.
AIFAWH calls upon all anganwadi workers of the country to stop the linking/opening of bank accounts of the beneficiaries.
We call upon all organisations of beneficiaries, organisations who work for food security and child rights and all concerned individuals to oppose the move of DBT in ICDS and such schemes.
AIFAWH calls upon its state units to immediately to take up the issue and organise local mobilisations and burning of effigy of the government of India and state governments which are going ahead with DBT on 1-7 June 2018.
AIFAWH demand day on 10 July 2018 will see the biggest ever mobilisation of anganwadi workers and helpers to save ICDS.

The election manifesto of the BJP for the 2014 Parliament elections say that if came to power it will “Review the working conditions and enhance the remuneration of Anganwadi worker's”. The last full budget of the NDA government is the proof of not only the breaking of its promise but also of the criminal neglect of India’s eight crore malnourished children and two crore pregnant mothers. Since 2011 the remuneration of the anganwadi employees had not been increased whereas the working hours had been increased to make it full time. (At present the Government of India pays Rs.1800 for workers and Rs.900 for anganwadi helpers per month)
According to the ministry of WCD, 75 lakh new born children die every year in India before completing six months. In this situation, the only scheme which guarantees holistic development of the children under six in India, the Integrated Child Development Services (ICDS) Scheme need to be strengthened. The Supreme Court directive and the Right to Food Act guarantee this. But the Modi led NDA government had continuously cut down the budget allocation to this crucial scheme which ensure right to food, education and health to the children and maternity entitlement to the mothers. In his first budget he has cut down the budget from Rs.18108 crores(2014-15) to Rs.8400crores (2015-16), which the government was forced to increase due to struggles by the workers and helpers.
Continuous struggles by the anganwadi workers and helpers at various levels forced the government not to further cut down the allocation. The allocation for ICDS this year is Rs.16, 334.88 crores where as it was 15,425.19 crores last year. This allocation is grossly inadequate to even cover the increased cost norms for the supplementary nutrition declared by the Ministry in September 2017. (According the ministry, the additional expenditure for the nutrition is nearly Rs.10000crores in ICDS for three years.). IN many states the supplementary nutrition is not supplied since last six months.
Modi government which had been making false claim on increasing maternity benefits has cut down the already inadequate allocation for Pradhan Mantri Matru Vandana Yojana by Rs.300 crores in this budget.
Even the all India Strike by the scheme workers on 17 January 2018 in which nearly sixty lakh workers participated could not make this pro corporate NDA government sensitive to the cause of workers and the poor and marginalized people. The government is going ahead with direct benefit transfer in place of services in anganwadi centres and packaged food by the multinationals. We warn the government that it has to pay heavy price in the coming elections if they are not ready to mend their ways.
The demands for implementation of recommendations of the 45th Indian Labour Conference to recognise the scheme workers including anganwadi workers and helpers as employees, give them minimum wages and pension and other social security benefits are again negated.
AIFAWH calls upon all the state unions and anganwadi workers and helpers to protest against government’s anti worker policies by organising protest demonstrations and actions including burning of effigy, all over the country on 2nd February 2017, along with other workers as per the call of central trade unions.
AIFAWH will plan further struggles including strike and indefinite Padav in Delhi in consultation with other trade unions. AIFAWH calls upon the anganwadi employees to be prepared for militant struggles till our demands are met and reach out to the people of the country for support to the struggles to Save ICDS.

The Punjab police unleashed a barbaric midnight attack on the anganwadi employees who were sleeping at the place of ‘mahapadav’ in Patiala in Punjab.
Thousands of anganwadi employees were on a peaceful protest against the indiscriminate opening of pre primary sections in government schools and the Direct Cash Transfer initiated by the Punjab government, as decided by the Government of India. These would ultimately lead to the closure of the anganwadi centres and sound the death knell for ICDS. The Anganwadi Mulajam Union, Punjab had given the call for a ‘mahapadav’ in Patiala against these measures, when repeated appeals to the government failed. The chief minister even went back on his promise to meet the union representatives.
The programme received overwhelming response from the anganwadi employees. Around ten thousand anganwadi employees were participating in the mahapadav from all over the state. They were all sleeping when the police, without any notice, used water cannon at midnight and started lathi charge on them. Many anganwadi employees including Usha Rani, president of AIFAWH were injured. Usha Rani and several other leaders of the union were arrested and taken into custody.
AIFAWH strongly condemns this cowardly act of the Punjab government which infringes upon the democratic rights of the people and demands immediate release of the arrested union leaders. We demand that the government should reverse its decision for Direct Cash Transfer and opening of nursery sections in the government schools. The chief minister should immediately call the union leadership for talks and settle their issues amicably through discussions.
AIFAWH calls upon all its state committees throughout the country to protest against this move and write to the Punjab CM demanding a dialogue with the union.
